Micro Payments signup page DOES NOT WORK

I've had a PayPal Premier account for about 10 years and only today learned about "Micro Payments" on an eBay forum. Repeatedly went all over the PayPal website looking for more information (why is it such a well-kept secret??). I finally tracked it down to somewhere in "Fees," but the final link, "Apply Now" IS BROKEN, as has been pointed out on this forum before (in Nov. 2012, in a post that pointed out it hadn't been updated or fixed for THREE YEARS). This is the link that does nothing: https://micropayments.paypal-labs.com/ -- I've tried it in two browsers, and as is obvious from old OLD posts, it doesn't work for others either.
HOW DOES ONE SIGN UP FOR MICROPAYMENTS? especially, how does one sign up to accept either regular payments or micropayments, depending on auction amount, and what if an item unexpectedly sells for more than $10 but micropayments is specified? (I apologize for yelling, but the unresponsiveness of PayPal is stunning, as is the way the program is buried and then only vaguely described and then can't even be accessed.) By the way, there is a post from 2010 asking this same question, with no reply! PayPal just doesn't want people to know about Micropayments or to sign up for them?

Please Help....!!!!
I've spent hours trying to find an answer.
1. I have a businnes account - selling digital goods.
2. When I set-up the account I applied for the micro-rates (at least I THINK i did - at least a year ago)
3. UNDER MY SETTINGS - "My checkout settings" it says:
Digital goods at checkout. When I click on update it says "You haven't created any settings for making small purchases (less than $4.00 USD) that don't require shipping."
WITH NO HELP ON HOW TO DO THIS OR WHAT THIS MEANS!
4. I'm still being charged the regular fee - not the micro rates fee.
5. I have more then one Paypal account (that sells physical goods only at the regular fee rate)
What am I missing? - why do I still not have micro-rates?

Just curious if anyone has managed to sign up for micropayments. I would love to know how after spending hours looking everywhere on the website.
So frustrating...I've just signed up for a second account that I don't really need except for Micropayments.
I almost always dread making changes to my paypal accounts. It's so difficult to find the information you're looking for.

Finally found this! Link in the box on the right allows for easy micropayments access.

You got that to work??!!
EVERY time I try the link on the right, I first get a page saying I have to sign in. After I sign in, it goes to my account overview. So then I paste the URL for the page, which is this: www.paypal.com/us/cgi-bin/?cmd=_micropay-pricing-agreement&fli=true (with https in front)
And EVERY time I get this message:
"Sorry — your last action could not be completed"
"If you were making a purchase or sending money, we recommend that you check both your PayPal account and your email for a transaction confirmation after 30 minutes.
If you came to this page from another website, please return to that site (don't use your browser's Back button) and restart your activity.
If you came from PayPal's website, click the PayPal logo in the upper-left corner to return to our home page and restart your activity. You might have to log in again."
I also notice that at the top of the page, it once again says "Login" -- any idea what's going on?

The way I did it.....
Clicked on link.
Took me to login page.
Logged in.
Went back to this forum topic and clicked on link again.
Did what colonelcuerbo said to do above.
Worked!
Try doing what I did rather than pasting in the link.

Yes, I've done that too, and I just tried it again. I still get "Sorry your last action could not be completed."
Meh.
