Where to change micropayment settings?

Hello,

I have a Premier account. 

In all other forum posts concerning micropayments, premier accounts seem to be fine for processing micro payments.

However, there is no current correct guidelines on where to change or apply for micropayments! Where do i find this setting in the new paypal layout
