Fresh PC reboot, fails same way using Google Chrome (standard browser) verion 48.0.2564.116 mAND Microsoft Edge browser 25.10586.0.0
I'm having the same problem.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
