I am struggling to add a 2nd bank account for our business account and we are changing banks

I have tried several times to add a second bank account as we are changing banks but it keep being told that Paypal can't confirm that we are the owner of the account after I enter the details.

 

I'm not sure why as there is no reason given.  The name of the account is the same as the current account with a different bank and every time I try to contact the help desk I receive a generic answer or somone advises me that they have made changes to my account but it still doesn't work.  

 

I have no idea why it isn't working.   Can someone please help me with this.  If we can't change this soon we will have to change our payment gateway to another provider.
