Ok so somebody decided to start a claim against me for 41 dollars, so the money was taken from me and put on hold. And now 12 days later, he wins the claim for some reason and I GET 41 DOLLARS TAKEN AWAY ONCE AGAIN. I LOST 41 DOLLARS TWICE FROM ONE CLAIM. WHY IS THIS HAPPENING. I SHOULDN'T HAVE EVEN LOST THE CLAIM TO BEGIN WITH.

You provided no details about the transaction, so nothing to offer. Perhaps just review PayPal policies for seller protection.

You had me on "virtual". PayPal offers no seller protection for virtual goods. But you would have to ultimately call PayPal customer service with regards to the double dipping. We have no access to accounts or back end stuff. Just fellow PayPal users here.
Kudos & Solved are greatly appreciated. 🙂

PayPal makes it very clear that you don't have seller protection for virtual goods and that shipping delivery confirmation is required. You sell virtual goods at your own risk.

That would be abuse of the system and cause for suspension of account. And you couldn't get away with doing that too many times anyway. Just don't sell VGs via PayPal, then there won't be a good system for the scammers. Or better yet, set up a virtual goods site, professionally integrated with PayPal Payment Processing for Digital Goods that records proof that is acceptable to PayPal in disputes, then you might protected.
Kudos & Solved are greatly appreciated. 🙂
