i got kicked off for "unusual activity" even though I never used the account.

If you have not used your paypal account for ages then that is unusual and paypal may close it.
It was just opened.
Did you get a message from PayPal?
Did you call PayPal customer service?
Have you ever had a paypal account before??
Have you got more than one paypal account?
Has any paypal account ever been limited?
