Can not find where to re-submit requested document for identity confirmation

My account has been limited from Oct 12, 2015. I was requested to sumbit documents for identity confirmation and I did. Then on the top of my account overview page appear a box with the link to dashboard

 

https://www.paypal.com/compliancepolicy/dashboard

 

that says "THANK YOU FOR PROVIDING THE INFORMATION REQUESTED FOR INDENTITY COFIRMATION. YOUR ACCOUNT IS CURRENTLY BEING REVIEWED. WE'LL NOTIFY YOU ONCE THE REVIEW PROCESS HAS BEEN COMPLETED. THANK YOU FOR YOUR PATIENCE". 

 

I've been waiting for over a month. However in meanwhite, paypal keep sending me some email to request documents beside keep saying my account is currently being reviewed.

 

This is their email on Wednesday:

 

"We received your information but we weren't able to complete the review process as we did not receive the correct document. Please help us complete this review process by providing a different document. It can be  a copy of a utility bill, a bank or credit card statement, or any other government-issued document in your name."

 

We ask for your help with this process by taking the following steps:

 

1. Copy and paste the following link (https://www.paypal.com/compliancepolicy/dashboard) to your browser and log in to your PayPal account.
2. Submit a proof of residence with your full name and mailing address, dated within the last six months (e.g. NRIC, utility bill, bank or credit card statement, or any government document).
 
If the link doesn't work, you can still complete the required steps. Here's how:
 
1. Log in to your PayPal account.
2. Click "View Limits" next to "Sending and Withdrawal Limits" under your name.
3. Click "Remove limits by identity confirmation".
4. Click "Remove Limit".
 ......

I was wondering do you guys at the Paypal support team really read my email in person or just auto - reply? I really do DID step by step exactly what you said to re-submit the requested document, however, everytime I go to the link (https://www.paypal.com/compliancepolicy/dashboard), and (https://www.paypal.com/sg/webapps/mpp/confirm-your-identity) there is always one and only inform keep saying that
 
"THANK YOU FOR PROVIDING THE INFORMATION REQUESTED FOR INDENTITY COFIRMATION. YOUR ACCOUNT IS CURRENTLY BEING REVIEWED. WE'LL NOTIFY YOU ONCE THE REVIEW PROCESS HAS BEEN COMPLETED. THANK YOU FOR YOUR PATIENCE".
 
It has been here for over a month. I can not find any button to submit the requested document. I think may be there should be an error in your system with the dashboard in my account.
Even when I do step by step in another way you show

It say that my account has been verified. All of the limitation is completed. I can not find or click any button "REMOVE LIMITS BY INDENTITY CONFIRMATION" like you said. I do not have any chance or any way to submit the any requested document for identity confirmation.
 
Please please please really read my email by a real person, not with the auto-reply machine or system. I really hope you guys understand the problem with my account and fix it.

Just received another email from Paypal with the same answer and the same instruction step by step which going nowhere. It seem they just  sent an auto-email form and auto - response. They even do not read my email to see what it says about, what is my problem. I'm so upset and disappointed....

When you get an automated useless e-mail (quite typical), just reply to that e-mail and re-state the issue and ask for a real person to read the original question.
