I bought a Gopro Hero 7 Black on eBay, the tracking shows that it was delivered but I have never received it. I contact the seller before opening this case and got no reply. The seller has zero feedback when I pay for the item, then received a negative feedback and then deregistered with eBay. I contacted carrier Australia Post and they emailed me that the tracking provided by the seller was successfully delivered but it was not addressed to me. I opened a case on Paypal and there was nowhere I could provide supporting documents, so I called and got an email address to send the email received from Australia Post. The seller provided tracking number that was not addressed to me and the case was closed on the basis of tracking history. I'm not sure if my supporting documents were considered or not, and there was no history in this case that I had provided that information. To what I understand, if an item is sent to the wrong address that would waive seller protection. I've got a offical letter from Australia Post (stating that the tracking number was not addressed to my address and the seller sent it to a different address), a printed copy of the original inquiry history with Australia Post (which is certified by a local AU Post officer) and my statutory declaration. I want to appeal this case but it looks like there's no way I can appeal on Paypal. So should I file a complaint to Financial Ombudsman or using bank charge back?
