OMG I just found that thread! I, just like a lot of others, ignored that email because it was labeled "we're making some changes to our legal agreement"  Why on earth would they label it that, and more importantly, WHY would they make this decision?? Isn't the bank backing the whole reason most of us have this card?" Proper legal notification would have been to send all of their cardholders a letter in the mail, 2 or 3 months in advance, notifying them of the change. Not to bury it in the fine print of an email with an incorrect subject line. I'm going to laugh when they get slapped with a class action lawsuit.    ... View more

"Far as they told me they did it because they were having problems with it. Probably people not having the funds in their banks or banks withholding the funds." That's just what they want you to believe. To me, it looks like they are toying with the idea of becoming a bank. They thought this would cause most of their customers to start depositing large sums of cash into their PayPal accounts. I don't believe that. The bank would cover the purchase, then charge the owner of the bank account an overdraft fee. PayPal would get their money regardless. Unless it was an unauthorized charge.   ... View more

I never received an email notification either. I found out about this change two days ago when i had 5 or 6 auto payments get declined, including one for my cellphone service, which ended up getting suspended by T-Mobile. So i had to spend 3 hours yesterday getting my phone service reinstated, as well as logging into every account and website that i use, and changing my payment method. Just about everything that i do is linked to my PayPal card. I immediately closed my PayPal debit card and told them to stick it. They should no longer call it a debit card. It is now nothing more than a reloadable prepaid card, that takes nearly a week (5 days) to load.    ... View more

Xoom is just a scam to gather your personal information. I have spent 2 weeks trying to complete a transaction which they cancelled for no reason. I called  customer service (some woman in India) THREE times whom i could barely understand. Then i answered numerous personal and strange questions that weren't really any of their business. I then submitted a copy of my photo ID and bank statement per their request, only to receive an email the next day stating that they were unable to verify my identity and my account will remain restricted. I seriously doubt they have ever completed a money transfer for anyone. ... View more
