hi there - i was reading your post and was a little miffed that nobody replied to your question. i am a fellow paypal business debit card member myself and i totally understand your concerns with two 1.50 withdrawal fees from paypal on top of the particular bank ATM where the withdrawal was made on your behalf. i'm guessing that you would normally be credited ONE of those fees sometime shortly thereafter. did you ever check the following month's statement? good luck and let me know what happened, if anything. i myself have enjoyed the convenience of the MasterCard, but when i recently received the new credit card stipulation agreement trom Synchrony Bank, i was dumbstruck when i realized the interest rate is in the mid twenties percentile. i never carry a large balance but my complaint is that the actual accumulated interest fails to show up on my monthly statements. maybe there's a reason for that too........??? ... yes, wayne is right about contacting the merchant you bought the downloadable item from. i have purchased music from different deejays who have their own business websites that offer music downloads for sale.  a couple of times i have purchased and paid via paypal and when i have a problem receiving my entire purchase all i do is contact the vendor and he gladly sends the link to me in an email once more. good luck! ... hi there i don't think it is a "must have" in order to get the paypal debit card. what matters is whether or not you have established some kind of track record with your credit in the past....making a car payment on time, purchasing something from a department store on lay-away, etc.   these things from your past would count in your favor. anything on your credit report that is negative would of course count against you. i believe all three credit reports are free once a year nowadays, so  look on line for FICO score and they should be able to give you the information on how to get them. ... the debit card will have a credit limit of a certain amount which is the amount you can use for ATM withdrawals, to pay for purchases, etc. without going over that limit. once you pay the amount off and show that you are  responsible with your account over time, your credit limit will possibly be raised and that helps establish your credit rating (your credit worthiness on a scale of 300 - 850 or thereabouts, with the higher numbers being associated with those who are considered a better "credit risk"). ... this three digit code can be found on the back of your debit card, usually it follows the four numbers that comprise the  last four digits of your actual card number on the front, in the white strip that you would have signed your name.. i hope this helps. ... View more
