Sandbox transaction status always shows "pending"

Others have posted about this but never got satisfactory answers. The answers posted said that the test was not sent to a registered Sandbox email. The people who posted replied that they indeed were registered Sandbox account emails, as are the three that I used. They all still say "pending." Will they ever change? Is this normal? ... I have PayPal enabled in WooCommerce for my website. I need to test that it is working, so I wanted to set up a Sandbox. I have read and watched videos until I am exhausted. Nothing in the tutorials I see are fully explanatory, and they do not match what I see on my screen.   What I have already done: I have PayPal enabled in WooCommerce. I have it set to Sandbox (not live). I have logged in to PayPal Developer several times but cannot figure out what to do with the accounts once I get there. Also, I find no place in WooCommerce to put the API info for the Sandbox. Under the box where I have Sandbox enabled, there is this: Sandbox API Credentials Payments will be authenticated by WooCommerce Services and directed to the following email address.
