Unable to make payments with PayPal

Hello,   I have been trying to purchase an item since morning, but PayPal is broken for some reason. I have tried to purchase the same item over eBay and dell.com, and got the same issue, so it is on PayPal's end. First I tried to buy it on eBay, it did not work. I was told to add my card, even though I already have a card connected to PayPal. I tried to add the same card, it did not accept it. But I could not continue. Later, like 3 hours later it stopped asking for me to add the card, but now the issue is that I simply get an error that PayPal cannot be used to make a purchase at this time, and that I should try again later. I get the same issue on dell.com. Basically, I get a pop-up window to log in to PayPal, I log in, then the pop-up window disappears and I get told that payment via PayPal is not possible, and that I have to try again later. I have regularly used PayPal for purchases, with the last time being three days ago. I had the same issue three days ago too, but it eventually disappeared. Today, though, it is very stubborn. I have cleared my cache, tried Chrome, Edge, Firefox, Opera, in incognito mode and normal browsing, but the issue is still there. I have waited so long to upgrade my laptop on Black Friday to save some money, and now it seems like I will be unable to do it because of PayPal deciding to break exactly when I need it the most. Any ideas what else I can try? Hey @sharpiemarker,   Thanks for your reply. I don't think it has anything to do with the size of the market, since there are much smaller markets (like Montenegro, Monaco, Andorra) that are supported. According to the World Bank's Report of Doing Business, Kosovo is ranked 44 out of 190 ranked countries, ahead of China, Italy, and all its neighbors except North Macedonia. Regulation and so on are not an issue, and if they were then Moneygram, Western Union and Ria would not be so active in the country, and PayPal's service is superior to theirs. Somehow I think that Kosovo was only left out because it is a country since 2008 only and somebody forgot to put it in the system. Kosovo is a small country in southern Europe with less than 2 million people, but with international transactions in the billions each year. Transfers of the type that PayPal processes hit 2 or more billion dollars per year. The financial sector is very developed and most of the banks that work in the country are Austrian and German. The prefix of the country is +383. My question is, why are people from Kosovo not allowed to open PayPal accounts? By not adding the country in the drop-down list, PayPal is forcing people to go to neighboring countries and buy sim cards, then claim that they are from those countries to be able to use PayPal. There are other ways around this, but neither of them is safe. Nobody uses PayPal for big transactions, and then companies like WU and MG gain from this. The problem is that their services are outdated and expensive. Why is it not possible for people to simply use PayPal? It would be a win-win situation for both PayPal and Kosovo. ... View more
