Sorry if the website change has caused confusion.
When this website change was completed, we tried to distinguish the difference between a personal account and a business account. Looking at your profile, I see it says you have a personal account. If you still want the options to view Payment Preferences and Shipping, you will need to upgrade your account to a business account.
You will then see these options if you go into the Settings section on your account.
