Same thing has been happening to me for over three weeks now. Talked to both PayPal Credit and PayPal, and they both confirm my account is in good standing and has ample credit available. However, each blames the other, with no resolution of problem.

I have been unable to use my PayPal Credit account (which is in good standing with ample credit available) with established merchants who accept PayPal Credit for over 3 weeks now. Receive the same message you do. PayPal is unwilling or unable to resolve the issue - very frustrating.

I’ve had this same issue with PayPal and PayPal Credit for the last 3 weeks. The only thing they agree on is there is nothing wrong with my account (which is in good standing) and the transactions should go through. However, all they have done is point fingers at each other, without resolving the problem.
