@john260    Write to the seller kindly that if they don't simply provide a partial refund of the items that can't be fullfilled, you won't have any choice but to file a credit card dispute (if you paid by credit card) and they'll be charged extra fees for PayPal to handle the case and report them to PayPal for abusing seller protection and even file a report on them with ic3.gov   Here's how they can issue a partial refund: Here's how to refund a payment: Click Activity at the top of the page. Select the payment you want to refund. Click Refund this payment. Under "Total Refund Amount," enter the amount you want to refund (you may have the option to refund a partial amount of the payment), and then click Issue Refund (you'll be directed to a page confirming that your refund has been sent). When you issue a full refund using the Issue a refund link, we credit your full variable transaction feewhile the fixed portion of the fee is not refundable. If your customer originally paid using their American Express card, you were not charged a fixed fee and the entire variable transaction fee will not be refunded.
