@RichardAgyarkoh Sorry, no. PayPal accounts are country specific. Canada account requires Canadian based billing address and financial information. If you try to receive money and PayPal security system flags you to verify your identity and you can't, your money will be stuck. Do not open account or try to use an account in a country that you do not maintain a residence there. And PayPal does not even service or operate in Ghana so opening an account in another country from a country that PayPal does not service or operate in is against PayPal User Agreement so you might as well close this Canadian account. You won't be able to use it.
