Private or individual sellers, merchants are responsible for PayPal fees on goods and service transactions. Selling on PayPal is not free. PayPal charges money for using their selling tools/payment processing. It is how PayPal keep the lights on, profits, etc. Capitalism and all that. To find the selling fees, just go to PayPal homepage and click the Fees link at the very bottom of page. https://www.paypal.com/us/webapps/mpp/merchant-fees It is against the PayPal user agreement to surcharge buyers for using PayPal. If you want to subsidize the seller’s business expense, that is on you.
