@KR9    https://www.paypal.com/ca/smarthelp/article/what-happens-when-an-authorized-payment-is-returned-for-insufficient-or-uncollected-funds-by-my-bank-faq3418   If your bank account doesn't have enough to cover your Add Funds request, then the bank charges you NSF. PayPal may attempt up to 2 times to try to get the funds and if you haven't added funds to the bank account in the meantime to cover the PayPal's attempts, your bank could charge additional NSFs.   Once PayPal is able to collect the full amount of money you want transferred to your PayPal account, the money you added will be in your PayPal balance.   PayPal does not charge you NSF. ... @KR9    On the initial attempt to collect payment, it's probably fairly immediate to within a 1 day I would imagine, if there isn't some review delaying the process, then PayPal may make up to 2 more attempts:   "If a payment is funded through a funding source that is a bank account, and that bank account rejects the payment because of insufficient (NSF) or uncollected funds, PayPal at its discretion may attempt to resend or represent the entry up to two (2) additional times.
