I have been receiving the "we're sorry cannot process your request right now." I am aware of the basic it has to be US bank, only added 3 times etc. However these are brand new opened accounts and are on 0 paypals. USAA allows me to do the log in through Paypal but paypal still can't process the request. Even when I use my other bank account, still same. I have used different browsers, cleared cache, and cookies and temp files. I know it's not the banks because 2 different banks with the same options. Even when I tried a 3rd bank nothing at all. Anyone know this solution?
