Sorry, not helpful. The issue was NOT how to create an additional user - the issue is how to let that user access the initial account. And there is a main flaw in PayPal's user interface as I learned in another forum: The login for the new user only contains the email or phone number, it does NOT ask for the UserID which has been set up on the original account and has to be used.
