Twice now on separate occasions, I've submitted disputes to PayPal about unreceived services, and they're always denied saying 'the records show success', because the seller marks it as complete. Obviously, my dispute is telling you the seller is lying about completion, so if PayPal has an auto-favor sellers, why are they automatically turning down disputes instead of just disabling them altogether? There's no reason to use PayPal if the buyer has to prove that the seller doesn't contact them. How do you prove nothing? Ridiculous.
