I'm sorry to hear that the account was mistakenly created in the wrong country. Once an account is limited, it typically cannot be closed if the limitation can't be resolved. You can reach out to customer service to see if they can remove any information that is on that account to allow you to open a new account with it in the correct country. The best way to reach support for this query would be by phone. To get the number to call, go to the PayPal website and click Contact, then Call us, then login or click to call as a guest.
