Paypal Dispute Gone Wrong

Everybody who has had a similar problem as mine, please email,  <removed> He is with the local news media and will be investigating my case and I am sure he would like to here your similar stories too. This was my email to him:   Dear I Team Investigations,   This is my story-   On May 25, 2018 I sold an electric wheelchair on eBay for $2500 to Miguel, President of Mobile Power Mobility in Puerto Rico. He said he would buy it if I would ship it to him.  I said yes if he paid for the shipping up front which he did.  He wanted to use Magic Transport for shipping. Magic Transport sent me, via email, the bill of lading to attach to the wheelchair.  I was told I just had to strap it to a pallet which I did.  When the trucking company came out they said it had to be in a crate.  I told Miguel that I would do that for him if he paid for the materials, he did no problem.  I crated up the wheelchair and called the trucking company for pickup. miguel834 is his ebay id and he had 100% feedback and over 900 transactions.  I felt comfortable with selling to him.   The trucking company hired a local company, Ward trucking to pick up the chair and deliver it to Magic Transport in New Jersey.  Magic Transport then shipped the chair to Puerto Rico. The chair made it to Puerto Rico no problem.   Here is when things went wrong.  On August 18th the buyer, Miguel <removed>, opened a dispute with PayPal stating he did not receive the item and wanted his money back.  I emailed the trucking company and asked them why the chair was not delivered, 3 months later.  They responded with, the buyer had to fill out a Release Of Goods From Hacienda form in order for the trucking company to be able to deliver the chair.  I forwarded the email to PayPal and to Miguel.   I forwarded the shipping information to PayPal and Miguel.  PayPal refunded him $2500 out of my account then, which left me a  negative balance of $2424.43.   After he got his refund he quickly went and filled out the Release Of Goods From Hacienda form and the chair was delivered to his business, Medical Power Mobility.   I emailed the trucking company and asked them for the signed delivery receipt.  They emailed it back to me.  I presented all the documents to PayPal to dispute this over 8 times now.  I have talked with their customer service, in India, several times and they take the information and say they have to send it to a back room for review.  Then every time I get a canned response that they find in the buyers favor because they can't track the shipment.  I can track it all day long.  I have asked to talk with supervisors and still the same response.    I called again and again.  I tried to talk them through how to track it and they finally told me they have a firewall set up that won't allow them to track it.  I sent them screenshots from my computer and they said that's not good enough. I have offered to do a net meeting with them, let them connect to my computer, and track it that way.  Nope, all I am told is it goes to the back room for review.  I asked to talk with the people in the back room.  I was told no, they don't have phones.   So I am now at wits end.  PayPal has now sent me to collections for the negative $2424.34 balance in my account.  EBay won't help nor can I leave feedback for the transaction because they deleted it.  Ebay and PayPal still charged me their sellers fees too.  The buyer Miguel <removed> has my chair and won't answer any of my emails or phone calls.  I call him 3 times a day. Someone always answers and when I ask to speak with Miguel <removed> I am told he is not there, he is sick today, or I am placed on hold for 30mins then they hang up.  Emails also go unanswered.   You may or may not be able to help me but I think people should know this, so they don't get scammed like this.  PayPal has told me if you don't ship via USPS, UPS, or FedEx, they won't be able to track it and will therefore find in the buyers favor every time.  What I don't agree with is this guy waited 3 months to make this claim, after all eBay transactions were deleted, and they gave him the money back without any documents from him to support his claim.  The burdon of proof is all on me.  With all the proof they still find in this guys favor.   Attached are some supporting documents.   Thank you for your time, My Name   Please send your stories to Shawn so he can see all the fraudulent activity that PayPal seems to go along with.  ... Local News Fraud Protection Crew

My appeal is back in PayPal's hands right now.  My next step is to contact the local news media scam alert. Every community across America has this.  Let the news media report on the PayPal inconsistencies and  refusal to protect the people who use it like in my case.  Maybe if we all get enough attention put on them they will change some stupid policies they have.   In a brief, I sold a wheelchair to Medical Power Mobility in Puerto Rico on Ebay.  Buyer Miguel834, 100% positive feedback. I shipped the chair, he left it sit at the trucking terminal until he filled out the release of good from Hacienda.  He then contacted PayPal and said he never received the item.  They refunded him the $2500 and he went and filled out the forms.  The chair was delivered to his business.  I have the signed delivery receipt from the buyers business, I have all the tracking documents from the trucking company, yet PayPal refuses to give me my money back.  They keep saying they can't track the shipment.  My documentation is not good enough for them.   I have called the buyer several times, I have emailed him several times, and never get a response.  I called his company and the secretary said they received the chair.  When I ask to speak to the buyer he is never there or off sick.   So I think the local new media would have a field day with this and would report it on the local news.  Its a start.   I am very frustrated over this.  The buyer bought and paid for the chair on May 25.  He made the PayPal clam in August, after all the information was removed from eBay so you cant leave them feedback.  3 months after I sold and was paid for the chair PayPal went into my account and took out $2500 and refunded it to the guy.  I now have a negative balance of over $2400.  Now PayPal has sent me to collections over this. With all the fraud and mishandling of funds that PayPal seems to do, maybe we should all get together and start a class action suit against them.  No banking institution can refund your money to a person 3 months after you sold the item like they did me.  I am sure several of you have had the same type of experience with them. Just to clarify, I set up the shipping.  I just had the shipping company bill the buyer first before they picked up the chair.   It is back in dispute.  The customer service people are looking at it again for the 8th time.  Funny they can't even give me a clear reason for finding in this guys favor.     His name is Miguel <removed>.  Company is Mobile Power Mobility.  Phone number <removed>.  Feel free to call him and get his side of the story.  I would encourage that! lol   His eBay id is miguel834 with 100% positive feedback, his email is <removed>   Beware of this scam artist! ... So I am finding out, yet nowhere on PayPal or eBay does it state that. I am going to have to take PayPal and the buyer to court now and spend more money. Its sad that PayPal customer service is in India and can't help with anything.  You cannot even talk to the people who make the decisions.  It would be nice if they could tell me why.  Their incompetence's are the real issue.  Any idiot can see that I am telling the truth and have proof to back it up.  ... Has anyone else had this issue with PayPal?  I sold an electric wheelchair on eBay to Medical Power Mobility, owner Miguel <removed>.  I said if he took care of the shipping to his place in Puerto Rico I would accept his offer ($2500).  The buyer paid, set up the shipping.  I crated it up and his trucking company picked it up and left me a tracking number and receipt.  The chair was sold May 25 and picked up in June. The chair was shipped to Puerto Rico and I can track it from my computer.  He then let the package sit at the truck terminal in Puerto Rico because they could not deliver it to him until he signed some Puerto Rico tax document.  He then opened a "did not receive my item" claim on PayPal.  They refunded out of my account, the $2500 back to him in August.  The chair was bought in May.  After he got refunded, he went and filled out the tax forms, and the trucking company delivered the crate to his business.  I talked with the trucking company and they sent me a signed delivery receipt that the chair was delivered to his company, same address that is on PayPal.  I have all the tracking information from the internet showing the progression of the package.  I have emails from the trucking company stating they could not deliver the crate until the tax forms were filled out.  And I have given them all to PayPal.  PayPal continues to find in this guys favor *Miguel <removed>" "Mobile Power Mobility" and give me an email that says they can't track the package????  I don't get it.  PayPal will not work with me now and sent me to a collections agency to try and collect the money they took out of my account because it caused a negative balance.  PayPal and eBay also took their fees out of the transaction and cant refund them because its been over 30 days.  I offered to do a net meeting with PayPal so they could track from my computer but nothing.  I was told they have a firewall that won't let them track the package on their side.  This is total **bleep** Anyone else have this issue or can anyone help?  I call his company and he is never there or won't talk to me.  I have sent several emails and he won't respond.   ...
