I will tell you my experience, sorry for the bad English :).
It all starts when i bought a MSI GT80 Titan SLI-001 laptop on ebay.
The seller supposedly sends it with a tracking code that always remained in pre shipment.
After pressing it, he create another shipment with a valid tracking code. Upon receiving the package i found that it was not a laptop, the scammer sent spare parts of cars.
The scammer accepted the return of the package and i sent it.
The scammer agreed to make me a refund, i waited several days and to my surprise the refund failed because the echeck had no funds.
Paypal said he should wait a few days to try again the refund, days later it failed again, so Paypal canceled the refund.
On the other hand, the scammer sent me emails directly saying that the refund had been made (i will update with the photos later because it says that I went up more than 10 in 24 hours).
A claim case was opened per package not received (and I think here is the misunderstanding), i sent all the proofs, that the package received was never the laptop, explaining the situation with details.
The case was reviewed and today i received this message:
Dear ************,
Your seller has provided shipment tracking information in response to your claim. We used the shipping company's online tracking service and found that it confirms delivery of the merchandise. As a result, this case has been closed.
How it can be possible?.
And this is where i think Paypal doesn't do research, they don't care about customers.
In my case it was enough ONE call to USPS and common sense to compare the weight of the package sent by the fraudster and the supposedly sold MSI GT80 Titan SLI-001 laptop, and that could have been all.
I think this is the world upside down.
How the "investigators" of Paypal find normal that refund rebound so many times and then cancel?.
Someone could really explain me, because i've thought about it and i can't find an answer.
I sent another email claiming the decision, but i no longer have faith in Paypal.
