i was able to finally change the original owner of this account to my name on the paypal that we use(business non profit) I had to try really hard :
I uploaded all the necessary documents that they asked for: DL, SSN and authorization document. For a very long time i did not get any response. i called Customer service with the previous owner but they wouldn't know anything at all. I kept waiting. I tried a different route of contacting my family member who works for Paypal in California. She sent the requests through email to the escalation team. After long time i got a response saying that they were missing authorization document which they claimed that they sent me an email about it but i never received it ( that seem to be the main problem). you wont get any response from customer service if you are not the owner. The one i sent was not good enough. So i recreated one and i replied them with the document. They changed the name after that finally.
After that i tried to change the bank account but it won't let me to. I had to call customer service and they went over validation process and i was able to link and transfer money.
The lesson learnt is :
1) You need to submit all the documents correctly in the first place.
