Hi all,   Since 2 days ago whenever I used send payments to other account, I got this error message "Sorry, we weren't able to complete your payment at this time. Please try again later. If you continue to encounter problems, please contact customer service."   Anyone got this error too? Does this happen to all paypal accounts or only my account?     ... View more
