PayPal is "a" choice of payment that incurs its own fee amount.
I am in a situation where the seller is asking for 5%.
The question of this being accurate is questionable as the Community Answer points out.
However, the request for a particular PayPal fee is perfectly legit and reasonable.
How about we skip the PayPal high horse and accept the facts: One being this question cannot be found in any recent Community post, or is blocked from further posts.

I think about this as PayPal not having answer to a serious issue of responsibility in the PayPal Payment system.
Do I want to pay the Chinese seller an extra 5% in trust it is the actual fee taken by PayPal? No
PayPal asks:
How much do you wish the seller to receive?
And proceeds to take Fee from both Buyer and Seller.
PayPal says a seller adding fees is possible fraudulent behaviour?
The only deception is created by PayPal control and ignorance.
