When I try to contact support about this, I get a form letter which mentions that if my answer is not covered by that FAQ, reply to the email.  When I do THAT, I get a response which says they can only deal with my question if submitted via the secure message area, so I'm back to square one...   I used to work for a company which did enough Paypal business to warrant its own contact.  Same level of support even then, sadly! ...
