Hello, I have raised a dispute with a seller via Paypal after I requested an order to be cancelled by the seller, and for them to provide a Paypal refund. The seller says they have cancelled the order, but are refusing to provide a Paypal refund unless I first close a complaint ticket I have open on their website ! I am not happy to close the ticket on their website as it provide me with an audit trail of what has happened so far. On Paypal it seems I cannot escalate the dispute to a claim unless the seller has responded to the original dispute via the Paypal dispute process, which they haven't, it seems they will only reply to me via Email or via their own website. So I'm unclear how I can now raise this to a claim ? thanks.
