Busy, really? It's paypal they should have the capacity to handle inbound customer service. Don't even get a busy signal, just a hang up. It's bad no matter how you look at it. Plus, this happened 10x, sounds more like a staffing problem than anything. I hit them up on facebook. took 3 days to reply. Im surprised by how awful the service is with such a widely used and well known company. Anyways, in other words there's no solution. Just tough luck, deal with it and move away from paypal i suppose.
