I have at least 5 different vendors that I do business with at least once or twice a month. Was always able to use PAD but a few months ago it stopped being an option. And none of them made any changes to their websites or their practices or policies. It's Paypal that is blocking PAD from being available. They claim their security system thinks the transactions are risky so they don't make PAD an option but when you ask why the transaction were flagged that way when you've made them many times before, their response is "Oh, we can't tell you why."
