Hello: In the last few days, I bought something online and I find cheaper choice so I canceled the previous order, and the refund money go to paypal account and the total value is more than 1000 dollars, my account is locked. I know I need to verify my date of birth and address. For date of birth, I have passport, which is OK. But for address, I am a international student in Australia and I will leave the Australia in February. I rented a house with my friends and my householder pay all utilities bill and I do not have driving license, for other proof, never heard about them. I know if I have "A letter from the University/TAFE/College/High School sent to your residential address requesting to pay your tuition fees", it is also ok, but I am not sure whether the document provided by school contains all these information. Sending certified copy of passport to American seems costly and takes lots of time, I know the Paypal is limited by Australia Government, thus I just want to argue with government staff. I think it should be not hard, becasue the money I pay the bills come from my credit card and I just want the refund money go back to my credit card.
