I am sorry to know about the trouble with fraudulent invoices. I know this can be quite concerning and recognize the importance of getting this taken care of. If you don't see the cancel option, click on the invoice first. You should then have the option Request received or Invoice Received. After that, you should be able to see select decline/cancel. Now, there should be a report spam/block and report option also. If you do not find any options, please forward them to phishing@paypal.com, and can ignore them safely. Here's the Help Center Article to know how to spot fake email.
