In the U. S. there is no such account as a goods & services account. Do you have a bank account and credit card linked to your account? How much have you actually purchased using goods/services? How much have you actually sold using goods/service? How long have you been a PayPal member? Have you ever received funds as friends/family? Have you ever had any disputes with PayPal? Perhaps your account is at risk and PayPal will not allow you to use friends/family? Since you haven't provided details about your account, you should phone PayPal support for help.
