Because of problems with eBay sometimes not allowing my buyers to add multiple items to their shopping cart and then asking for a combined invoice, I end up issuing a partial refund of shipping/handling fees because of savings from combined shipping.  How do I get a refund/rebate from PayPal for the fees that I paid on that transaction? ... I am having problems adding tracking numbers to shipments now - the page that comes up asks for the information but when I complete it, I get a message that PayPal is having techical problems.  I click on the classic page link - and add the information - and get a message telling me to come back in 30 minutes to allow the transaction to process.  A day later - and I still can't add the information.
