@Martinleesmith You have 180 days to open a paypal dispute, same as most credit cards. HOWEVER that does not stop you from seeking legal redress via the court system, tell the seller unless you get a full refund you will be informing trading standards, if that does not work then try the small claims court if you want to....but its risky as you could have switched the watches as they stated. You also have the option of the small claims court.
