If someone wants to make a payment and don’t have a PayPal account yet, they can create a new one before sending a payment. If they don’t want to create an account, they can pay using a debit or credit card. You just have to send them an invoice so that they can make a payment to you without having an active PayPal account. Hope that helps. Take care.
