Hi there! I purchased an $850 item back in July. Between that time, the seller had zero communication with me and didn’t ship the item. I called paypal and they went ahead and opened a dispute and immediately told me they would escalate to a claim the same day. Five minutes later my seller messaged me and we came to the agreement of a partial refund of 50% and he would still ship the item. Tracking was provided shortly after and the item is on its way. PayPal has his funds on hold until the claim is closed, which I’m assuming will close once tracking says delivered. My question is does he need to issue the partial refund before I receive my item or after the claim is closed? I know once the item tracking shows delivered the claim would be closed. Can he send a partial during a claim and not a dispute? I assume he needs to send it before but I’m not sure? Any help? Thanks!
