The seller agreed to a full refund on the condition I close the open case first. I would have done this, but PayPal's strongly suggests the seller should submit the refund and then close the case. PayPal us once a case is closed it can not be re-open nor can a claim be made. I responded to the seller's request stating PayPal's position in these matters, stating I would close the case immediately after receiving my full refund. A day passed, I checked the status of my dispute and found that PayPal closed the case because the seller submitted a $9.00 refund on a $29.98 purchase. I was not informed by PayPal or the seller this action was taken. I called PayPal (two times being disconnected after waiting 40 minutes for a customer service agent) and was told I did accept the $9.00 refund as a settlement of the case. I did not agree with or accept an offer of $9.00 as a settlement. All communications with the seller (recorded with PayPal) state I requested a full refund meaning the full purchase price of $29.98. Customer Service informed me once the seller submits a refund the case is closed. THIS WAS NONSENSE. I DIDN'T EXCEPT THE SELLER'S OFFER. IN THEORY, THE SELLER COULD PROMISE A FULL REFUND, I ACCEPT THE FULL REFUND BUT THE SELLER SUBMITS A $1 REFUND WHICH SATISFIES PAYPAL'S DISPUTE PROCESS AND CLOSES THE CASE WITHOUT ANY VALIDATION BY THE BUYER. I've lost my faith in PayPal. Their words on "buyer protection" are hollow and disingenuous. I'll still use PayPal because it does afford me an easy method of payment, but for anything else they STINK.
