I also have the same issue. I believe if a user adds an email as an "alternate" email, they might not do a validation, because I do not see how anyone ever confirmed the email considering it's my account. So right now, my email is associated with someone else's account, and Paypal does not seem interested in fixing it. Oddly, this is one of the things that prevents me from adopting paypal as my primary pay method online. If they care that little about me, or about someone else using an email that isn't theirs, then how much will they care when someone defrauds me? I mean, this is pretty easy to check. Paypal sends an email to that address and sees who responds. Despite that, no solution has been provided to me and I still have to use an old email address to use paypal which is unfortunate because I was hoping to retire it.
