It is a for-real credit account but it is not a credit card account which you can use on demand. It is an online account for purchases and certain unspecified qualifications must be met for each purchase transaction. PayPal will evaluate various risk and other factors at time of purchase. When all qualifications are met you will have the option to use PayPal Credit. If the option is not there then you select one of the other payment options. Actually, there was no need to apply as the option to use would been there when your great credit score, financial situation, and other qualifications were met.
