Hello, I have sold many items through eBay and received payment through PayPal but this is my first dispute so I am unsure how to proceed. I posted an item purchased from me in November 2016 - it was posted to an international address. In April 2017 the buyer opened a dispute in PayPal, as the item has not been received. The buyer had left it that long as she thought international mail may take a while. I replied to the message immediately to inform the buyer that the item was posted on the day I received payment and I have retained proof of postage. I have not had a reply from the buyer and now my PayPal account is displaying that I have a negative balance and I own PayPal money. Have PayPal refunded the customer and I’m now expected to pay this money to PayPal? I’m unwilling to offer a refund as the item was posted and proof was retained. As I say, I have contacted the buyer through the resolution centre but have not had a reply. I need to make payments elsewhere using PayPal imminently, but I am hesitant to deposit money in my PayPal account as I will be paying for a refund I do not believe I should be providing, so this is quite disruptive. If anyone can offer an advice and clarify this for me that would be very helpful, thanks.
