Exact same issue I'm having. My old card expired and was deleted, but now I can't add my new card with the same number with a new expiry/security code. Worse part is Paypal phone support doesn't seem to be able to override any of those checks, and there's no one else to talk to for help. I understand why they would want to flag the old card as invalid, but I think their verification system is broken since they don't take expiry/security code into consideration.
