Some merchant who Accepted PayPal payment doesn't allow payment from Balance. I'm never use Netflix but you can Contact them to know more about Payment. If you want to set up payment from balance before your Credit Card, Go Settings > Payments : Make sure "Choose a payment method at checkout" is Ticked and "If you have a PayPal balance, we'll use it first" is on Green Checklist Circle.
