So, I've been using eBay since 08 without issues and this this the fist time I've had to open up a case/dispute, and could use helpful advice here. What has basically happened is the seller I purchased the item from (on eBay paid through paypal, who also lives in UK), posted the "item" to a different address near where I live (1/4 mile away) to which I managed to track the package to the address the seller sent the package to (you can get this by digging deeper on the UPS site). Low and behold the £600 item I paid for was not in the package that was sent out. I phoned eBay immediately about this who shrugged me off, then contacted paypal in the morning the next day who opened up a SNAD dispute and PROMISED me I will get my money back. The seller has now appentley denied this (took several days for him to respond) even though the post code on the tracking number he provided does NOT match my PayPal-verified address post code. I feel that I have done all that I could possibly do at this point, I have uploaded photos to the dispute on paypal of the gray plastic postal bag the seller sent that just has my FIRST NAME on then address the package was sent to (matches UPS tracking the seller uploaded). I've also uploaded photos of the contents of the package (empty bequiet 120mm case fan box with usb/sata cabel inside). But not only that, I have also supplied links to paypal to where the seller has relisted the item TWICE on two separate eBay accounts (all accounts have a low number of feedback and was not aware off these accounts until the seller relisted the item). NOT ONLY THAT! But on one of his eBay accounts he's has listed the exact same 120mm bequiet pc case fan that was in the package (just the box) that was sent. paypal has then asked me to file a report with action fraud and given me 10 days to do so, now this fist time I heard of them and paypal should of told to me to file a report the moment I phoned them up. So, I phoned action fraud up and stated what has happened to whom filed a report for me (lady speaking to was very nice) and at the end of the phone call I received a crime number and password. I phoned paypal back up and supplied the crime number that was given to me (that they wanted) thinking I'd finally get this sorted and then subsequently dammed some documentation. I then waited all day for an email form action fraud which did not materialize and phoned action fraud back (who did not seem happy btw) and told me it takes 48hrs to get a confirmation email and 4-6 weeks for any documentation. At this point im mad as f* as paypal wants documentation that takes 4-6 weeks and feel they are taking the **bleep** by giving me 10 days to supply it and they must know this. In the end they agreed to using confirmation email as evidence that has yet to materialize. Well its been 4 days now and I haven't received any emails from action fraud and Im getting worried. But what really gets me is how paypal has made me 100% reliant on getting this email form a third party and that they could potentially fail me. Any one else been through this, how long did take to get confirmation and documentation from action fraud? should I file a new report? Ive got a few days left to respond but I'm both fuming and panicking. I have supply all the infomation I can and done evey thing they have asked right away. I feel like Im speaking to a bickwall when I phone paypay who fails to see or acknowledge what has happened. I admit that the seller has a low number of feedback and the risk etc but considering "money back guarantee" is plastered everywhere over eBay the fact eBay is not a gambling site made me feel I was SAFE.
