@ayaanproducts I don't think your friend has to add passport, it's optional. He can skip that. If PayPal ever needs to verify his identity he can upload photos of the passport at that time through the PayPal resolution center.

My old PayPal business account get permanent limited due to Couse of to much uses abraod not home country. only one reason. Can I create new business account with same name identity , to add new bank account and credit card ? Thank you for your coperaiton .

@ayaanproducts No one here can advise you, you need to contact customer services and ask why this is happening as only they can view your account.
