OFAC does not require that such information be requested, or require individuals to provide the information. However, if a bank is unable to clarify a potential sanctions nexus, they may be unwilling or unable to process the funds forward. I recommend communicating directly with PayPal on what has happened. If they have blocked your funds or account due to OFAC sanctions regulations, you may apply for the release of blocked funds from our Licensing website.
