Virtual cards and bank accounts like Payoneer are not allowed to be used on PayPal. This may be the cause of the error you are getting when trying to add them. Even if you are able to add a card like this it will cause issues for your account later down the line.
It's best to add a card issued by your local bank. That way you can use the card to verify your account and you will avoid issues.
