I'm unclear about whether a seller accepting a Paypal payment has access to my contact information. Here's the background: I made a purchase on eBay that needed to be shipped by a third party. Payment was processed immediately to the seller through Paypal (with a credit card). Problems with the shipper led to a series of delays, during which time the seller assured me that delay was no problem. Unaware that eBay cuts off communication on auctions after 90 days, the transaction ticked over that limit. When I then contacted the seller to let her know that the shipper had things worked out and was ready to pick up the item, she said that since she was unable to contact me, she'd resold the item and would not give me a refund. Clearly, this is not legal, since the property still belonged to me, but my question is related to whether she can actually say she made a good faith effort to contact me, which the law requires even to have resold the item to my benefit. Does Paypal provide enough information to the seller for her to have been able to contact me? Or, if not, could she have requested the information? Thanks
