We're sorry to hear your buyer has this concern. Recurring payments do not have to be funded with PayPal balance. When making a payment that someone has preapproved, such as a subscription, we attempt to take the money from the PayPal balance first. If they don't have enough in their PayPal balance, we use their preferred payment method if they've set one up for the recurring payment. If the preferred payment method can't be billed (for example, the credit card expires) or has not been set up, we use the other payment methods in the PayPal account.
The buyer may wish to contact PayPal directly so we can assist them with their PayPal account.
